Why Councils Are Moving Away from Traditional Banner Installation

Changing street banners the traditional way is expensive and carries real safety risk. A typical changeover involves a cherry picker, a traffic management plan, and two or more trained workers for every site, every time a banner needs updating. For councils running seasonal or event campaigns across multiple locations, that cost and coordination adds up fast, and “working at heights” is one of the most heavily regulated risk categories under WHS law.

Flagtrax removes the height component entirely. Banners are raised and lowered using a ground-level mechanism fitted to the pole, so changeovers become a routine task rather than a scheduled, multi-person operation.

What Is Flagtrax?

Flagtrax® is a street banner and flag display system that fits to new or existing poles, lamp posts or walls. A concealed track and ground-level release mechanism lets one person lower the banner, swap it out, and raise it again safely, without special training or equipment.

Key points:

  • Fits new or existing poles, lamp posts and walls
  • Operated by one person from ground level
  • No cherry picker required for changeovers (only for initial installation)
  • No traffic management plan required for changeovers
  • No specialist training required

Built for Councils, Precincts and Event Organisers

Flagtrax® is used across:

  • Local government / council street banner programs
  • Tourism and visitor precincts
  • Shopping strips and business improvement districts
  • University and institutional campuses
  • Event and festival organisers running seasonal campaigns

Update Banners as Often as Your Campaigns Need

Because changeovers are fast and low-cost, councils can run seasonal and event promotions more often, and consider renting banner space to local businesses, event organisers or community groups.

Frequently Asked Questions

What is Flagtrax? Flagtrax is a street banner and flag display system that allows banners to be raised and lowered from ground level, without a cherry picker. It fits to new or existing poles, lamp posts or walls and can be operated safely by one person.

How do you change street banners without a cherry picker? Flagtrax uses a track and ground-level release mechanism fitted to the pole. Instead of a worker being lifted to the top of the pole, the mechanism allows the banner to be lowered to ground level, changed, and raised again by one person.

Do you need a cherry picker to install Flagtrax? A cherry picker is typically required once, for the initial installation of the Flagtrax hardware onto the pole. After that, changeovers don’t require a cherry picker.

How long does a banner changeover take with Flagtrax? In the City of Mt Gambier case study, changeovers across four sites went from around two days (with a cherry picker and 2–6 workers) to around four hours with one worker. Actual time will vary by site and number of banners.

Is a traffic management plan required to change banners with Flagtrax? No. Because the changeover happens at ground level rather than requiring a vehicle or lift beside the road, most councils don’t need a traffic management plan for routine banner changes.

Is Flagtrax compatible with our existing poles? Flagtrax can be fitted to new or existing poles, lamp posts and walls.

Does changing banners with Flagtrax require special training? No special training is required to operate Flagtrax once it’s installed — it’s designed to be used safely by one competent worker from ground level.

How much does a Flagtrax system cost? Cost depends on the number of sites, pole type and banner sizes required.

Has Flagtrax been recognised for safety? Yes. The City of Mt Gambier’s use of Flagtrax won the LGAWCS WHS Best Practice Award (Major Regional) in 2020, for eliminating a high-risk working-at-heights task.
